Right so I need to find out the owner of a car, Was out on a bike and a car decided that it's rear light would fall off, is there anyway I can find the owner from the reg?

Not legally, not quite sure what happened via the cryptic clues but if you are offering to pay the owner of the car for a new light then Mr Plod should assist by contacting them. If its the other way around you have very little chance I'm afraid.

Well I stopped and grabbed it but then don't know which way they went but got te reg so was just going to return it

I wouldn't bother.
ask yourself this if it was your back light fell of your bike would they go through the trouble of finding you. I very much doubt it.

Why not just hand it in to local police station with reg and let them decide whether to bin it as you walk out or give the owner call?

If you go to the plod shop with it and the reg they should sort you out, but i reckon they will deliver it instead of giving you the details..you could of course attach your phone number to the light!!
